Full Self-Driving Automation is the fifth and highest level of the 5-level NHTSA vehicle classification system. At this level, such vehicles can truly be referred to as "autonomous," which is the commonly used but inaccurate term applied to the lower levels of vehicle automation (levels 0-3). Unoccupied vehicles are part of Level 4 and if the vehicle has an occupant, he is not expected to be available for control at any time during the trip.
